Why do Draugr exist?
The Draugr are tasked with the upkeep of the various burial sites in and around Skyrim. During the days of the Dragon Cult they were used to transfer their own “Life force” to the Dragon priests to sustain them for all eternity.
What do Draugr do?
Overview. Draugar live in their graves or royal palaces, often guarding treasure buried with them in their burial mound. They are revenants, or animated corpses with a corporeal body, rather than ghosts which possess intangible spiritual bodies.

(This sword makes undead up to level 21 flee on hit, and this draugr is level 15). Hit the Dragur Wight Lord once with the Hallowed orc sword and he should flee, so just keep chasing him and hitting him and you should be able to kill him without takin any damage.
Why do Draugr know shouts?
The Dragonborn just has an inborn ability to use shouts. The Draugr which can shout were ancient heroes or skilled warriors who took time to learn the shouts. Their ability to shout stayed with them throughout death. Either that or they were friends with the dragons and they taught them.
